UNESCO’s Readiness Assessment Methodology (RAM) is a comprehensive framework designed to help countries evaluate their preparedness to implement the Recommendation on the Ethics of Artificial Intelligence, adopted by 193 Member States in 2021. Recognizing that AI brings both opportunity and risk, the RAM provides a structured approach to assess a nation’s capacity to govern AI responsibly across five dimensions: legal and regulatory, social and cultural, scientific and educational, economic, and technical. The methodology guides governments in identifying strengths, gaps, and institutional needs, helping them build robust frameworks that ensure the ethical, inclusive, and sustainable development of AI technologies.
Beyond a diagnostic tool, the RAM serves as a roadmap for global collaboration and capacity building. It emphasizes human rights, transparency, and accountability, providing qualitative and quantitative indicators that support policy design, governance, and cross-sector coordination.
