Transforming education for the future

Education is a fundamental human right and a global public good—and UNESCO argues it’s the most powerful investment we can make to improve lives, communities, and the planet across generations. This report outlines how the Education 2030 agenda (SDG 4) can rally governments, partners, and learners to deliver quality education for all, with a priority focus on Africa and gender equality.

Amid post-pandemic learning losses and widening inequalities, UNESCO calls for a new social contract for education—reimagining how learning prepares people for a rapidly changing world shaped by climate change, digital transformation, conflict, and protracted crises. The brief spotlights global cooperation mechanisms, policy design, standard-setting instruments, and capacity-building that turn vision into action.

Inside the report you’ll find:

  • What must change: Big-picture challenges and figures—244 million children and youth out of school, 771 million people lacking basic literacy (two-thirds women), and a global need for 69 million teachers to achieve universal education.
  • Five levers to transform systems: Inclusive, safe and healthy schools; learning and skills for life, work, and sustainable development; teachers and the teaching profession; digital learning and transformation; and financing education.
  • UNESCO initiatives and tools: From the Global Education Coalition and Global Cooperation Mechanism to the Futures of Education and the Global Education Monitoring (GEM) Report, plus practical support for policy, planning, and data.
  • Education in crises: Real examples of rebuilding and keeping learning going in Iraq (Mosul), Beirut, Ukraine, and Afghanistan—showing how access to learning can be life-saving and future-shaping.
